Riverside County Transportation Commission (RCTC)
An extension of the SR 91 Express Lanes in California was added which fell under the purview of the Riverside County Transportation Commission (RCTC). Due to the prior successful implementation in 2011 for the OCTA, TollPlus was awarded the sole source Systems Integration and Implementation Contract by Cofiroute USA for this extension to the RCTC.
The project included the implementation of two new tolling facilities in Riverside County for multipoint tolling – including all aspects of design, development, integration, and the implementation of roadside equipment, traffic management system, variable message systems, customer service center, and back office system.
The scalable infrastructure of the new system provided unparalleled resilience and business continuity. The system supports customer relationship management, problem management, toll violation enforcement, correspondence management, document management, trip processing, image review, and other functions needed to manage tolling operations.
The 91 Express Lanes was Riverside County’s first toll road. RCTC and OCTA share a single customer account management system but remain separate tolling agencies. The system allows customers to have a seamless toll road experience (only one bill) while ToP-BOS handles all tracking and revenue distribution between the agencies, including business rules to manage the splitting of transactions. The system also supports new business rules, including enhanced rules for handling trip building in ToP-BOS (with 12 different tolling schedules). Additional interfaces were built to support integration to RCTC accounting systems to automate financial posting.
The TollPlus system includes a complete customer management portal allowing an end user to perform several self-service activities such as:
- Access to statements, documents, and correspondence
- Lodging complaints / disputes
- Ordering transponders
- Other functions
